Licensed professionals may register for online account and apply for specific building permits that do not require plan review through our online services 24 hours a day, 7 days a week.

Customers may obtain information about permit and inspection status through our online services 24 hours a day, 7 days a week.
The Planning Division reviews land use applications including but not limited to subdivisions, land partitions, and site development reviews as well as sign, home occupation, and tree removal permits.
Land use applications and permit forms may be submitted electronically to the Planner on Duty or submitted at the Permit Center Mon-Thurs: 8 AM - 5 PM.

The Building Division reviews residential and commercial building plans, issues building permits and inspects construction projects to certify compliance with state and local codes. The division is managed by the building official and is comprised of plans examiners, inspectors, permit technicians and support staff.

We offer online permit services, 24 hours a day, 7 days a week. Our online services allow you to apply for specific building permits*, pay permit fees, schedule inspections, submit code violation complaints or search permit and complaint records.
*Only valid licensed professionals may register for a user account and apply for the following permit types:

Inspection Requests
We have an automated inspection request system for inspections, 24 hours a day, 7 days a week, with a cut-off time of 7 a.m. for inspections that business day. Note: Service may be suspended between the hours from 2 to 3 a.m. for system maintenance.

The Engineering Division provides development services like plan review, construction inspection and permitting of construction in the right-of-way. Staff also reviews permits related to sewer connection, sidewalk or driveway repair, and franchise utility work.

The Site Development Program issues permits for sanitary sewer, storm drainage and water lateral services installation; sidewalk and driveway approach replacement; street repair and franchise utility installation; nightwork and noise variance requests; and right of way encroachment.

Public Improvement Design Standards & Details
Our Public Improvement Design Manual has been developed to provide a uniform set of standards and procedures which provide assistance to both the city staff and private consulting engineers when coordinating, processing and constructing public improvement projects.
“The City of Tigard Public Improvement Design Standards have been revised as indicated below and re-issued. These revisions reflect immediate needs to ensure the City is receiving adequately designed and constructed streets that are resilient and consistent with other local jurisdictions standards. Documents posted to the city website related to this update include a Pavement Design Addendum, a technical memo providing background supporting the addendum, and a street lights requirements memo.
In addition to the revisions reflected here, the City of Tigard Engineering Division is embarking on a substantial review and update to the entire Public Improvement Design Standards, starting in Spring 2020, with anticipated completion by early 2021. Opportunities for stakeholders to review and comment on all standards will be provided during this full update process.”
