We work with residents and businesses to preserve, enhance and develop a stronger and more connected community. Our work carries out the city’s vision, "Tigard: an equitable community that is walkable, healthy, and accessible to everyone" by:

• Supporting land development that maximizes public health benefits while increasing connection between people and community destinations.

• Focusing development-associated resources in parts of the city that can serve, house, employ, and attract the most people while causing the least impact on Tigard’s natural systems and the climate.

• Supporting a balanced, diverse mix of business sectors and employment opportunities for Tigard residents.

• Ensuring transportation investments and improvements are providing equitable benefits & impacts to the entire population.

• Working to meet the housing needs of all community members by increasing housing opportunities for economically challenged households, including singles, young families, and older adults.

• Building a resilient local economy in which residents’ health and the health of local businesses increase together.

• Investing in public spaces that serve the city’s diverse residents, workers, and visitors, while showing off the best of Tigard to visitors. 

Planning

Connecting people to the city and to each other by organizing and coordinating short and long term growth activity. Working hand-in-hand with citizens and developers to imagine new districts and approve final development plans.  This division also oversees compliance with the community’s zoning, housing and nuisance codes. 

Building

Reviews residential and commercial building plans, issues building permits and inspects construction projects to certify compliance with state and local codes.  The division is managed by the building official and is comprised of plans examiners, inspectors, permit technicians and support staff.

Economic Development

Created in 2013 to cultivate the economic potential and resources of the community, this program creates and manages economic development opportunities to help attract, encourage and expand commercial investments in Tigard.

Redevelopment

This division oversees Tax Increment Financing (TIF) District projects and programs that focus on revitalizing downtown Tigard. Working mostly through public-private partnerships, this work focuses on transforming downtown into a gathering place for all of Tigard.
