Federal Spending Guidelines

Tigard has discretion on how to use this funding within the federal eligible expense categories of:

• Support urgent COVID-19 response efforts to continue to decrease spread of the virus and bring the pandemic under control;
• Replace lost public sector revenue to strengthen support for vital public services and help retain jobs;
• Support immediate economic stabilization for households and businesses; and,
• Address systemic public health and economic challenges that have contributed to the unequal impact of the pandemic on certain populations.

Our Investment Principles

• Utilize ARPA revenue replacement category to allow for greater flexibility to respond to community needs.
• Pursue intentional, impactful, and immediate community projects.
• Advance City priorities which includes Strategic Plan priorities and Council Goals.
• Prioritize fiscal stability to sustain city services.
• Avoid establishing programs where ongoing funding sources are not identified.

The projects below are supported through Tigard's pandemic relief fund which were made available through American Rescue Plan Act's Revenue Replacement.

Housing and Economic Security

• Team Capacity for Houselessness Support
  • Three year term-limited positions to lead houselessness efforts.

• Houseless Camp Clean Ups
  • Funds to hire clean up services for homeless camps that have been abandoned.
  • $125,000; Approved by City Council through FY23 Budget
• Houseless Services and Partnerships
  • For services needs to support houseless individuals such as showers, lockers, pallot homes.

• Middle Housing Revolving Loan Fund
  • A loan fund that will provide short-term construction lending to builders constructing middle housing.

•  Business Financial Aid
  • Partnership with lenders to support small business with micro enterprise loans.
  • $750,000; Approved by City Council February 22, 2022
• Launch Pod Mobile Business Incubator
  • A mobile business incubator that provides low-barrier entry for food and beverage entrepreneurs.

Community Resiliency Plan

• Community Resiliency Plan Development
  • The development of a plan, including hiring consultants, to identify existing efforts, opportunities, vulnerabilities and goals in addressing climate change.

  • The implementation of plan policies and recommendations.

Individual and Family Support

• Residential Aid Fund of Tigard (RAFT) Round 3
  • A grant program for nonprofits and organizations with emphasis on childcare support.

  • To fully fund all RAFT Round 3 grant program applicants.

• Library Meal Service
  • A summer meal program in 2022, in partnership with Tigard-Tualatin School District, serving kids at the Tigard library. 1,243 meals were served.
