What purpose will the plan serve? 

The Community Resiliency Plan will guide climate actions, investments, strategies, improvements to our interaction with the environment and community resilience. It centers people, especially historically excluded communities that are most vulnerable to climate change. Your input and participation are key to develop a bold plan. City Council expects to consider a draft in 2022.

Why does this process matter? 

We have experienced serious consequences of climate change over the last years, including ice storms, drought, heat waves, and wildfires. Our historically excluded communities and most vulnerable populations have experienced the greatest negative health and economic impacts from these increasingly frequent events. If we don’t do our part, we can expect worsening conditions in the City and state we love. Whether you live, work, or visit Tigard, this process is important and we want to hear from you. 

How long will it take to develop this plan? 

Climate action and resiliency planning is expected to take one year. Planning includes participation and sharing from the community with additional efforts to hear from historically excluded communities. Centering equity and environmental justice will require continual evaluation of impacts and unintended consequences. The City Team and SSG conduct greenhouse gas inventory, scenario modeling and multi-criteria analysis on climate impacts, benefits, finances, and other various indicators.

Below we provide definitions to some of the words used throughout our site and ones you’ll hear often in the process. 

Historically Excluded Communities: Groups of people that have been denied full rights, privileges and opportunities in a society or organization whether through active or unintended exclusion. 

Equity: Trying to understand and give people what they need to enjoy full, healthy lives. A guarantee of fair treatment, advancement, opportunity and access for all. 

Environmental Justice: The fair treatment and meaningful involvement of all people regardless of race, color, national origin, or income with respect to the development, implementation and enforcement of environmental laws, regulations and policies. 

Process Equity: The plan prioritizes access, influence, and decision-making power for marginalized and underserved communities throughout the program in establishing objectives, design, implementation, and evaluation of success. 

Outcome Equity: Result of successful Process Equity and is demonstrated by tangible climate and economic benefits for historically excluded communities. 

Greenhouse Gas: Gases in the atmosphere that have an influence on the earth's energy balance. They cause the so-called greenhouse effect. The best-known greenhouse gases, carbon dioxide (CO₂), methane and nitrous oxide, can be found naturally in low concentrations in the atmosphere. However, the proportion has increased significantly since the beginning of the last century due to various man-made sources.
