Because running a business is challenging, the Economic Development division has created programs to help you succeed in business. Each program outlined below connects you to resources to build and grow your business in Tigard:
  • Advance Tigard is a workforce development program that helps Tigard residents advance their careers at Tigard-based businesses. This program provides a matching grant for career education/training expenses when an employer and employee develop a career pathway plan and make a financial commitment to advancing an employee's career.
  • Business License Fee Waiver is a one-time, one-year City of Tigard business license fee waiver for new business owners who complete a business-focused training.   
  • Business Support Scholarship is a reimbursement which can cover up to 50 percent of the cost of advising services, training, and course work for business owners. This program saves you money, helps you build a business support network and improve your business management skills.
  • City Center Building Improvement Program provides matching grants for existing businesses in the City Center TIF District to make improvements to the exterior of their business. New catalyst businesses moving into vacant spaces in Downtown are also eligible for funding to make interior upgrades. 
  • Community Events, Social Services and Marland Henderson Grants. Award of these funds is determined during the annual budget process.
  • Enterprise Zone is a local economic development program that reduces the tax burden on companies investing in equipment, facilities and people. This program offers a 100% tax abatement for three to five years on new capital investments when a firm also increases employment by 10%.
  • Opportunity Zones can deliver significant tax savings on medium- to long-term investments. This tax incentive pertains to both the capital gains invested initially through a qualified opportunity fund, as well as capital gains earned for the investor by businesses and projects in the zone.
  • Tigard Triangle Business Opportunity Fund supports entrepreneurs by providing matching grants  to help fund the cost of interior or exterior renovations for businesses moving into vacant ground floor commercial spaces in the Tigard Triangle.
